Procurement valued above(United States Five Hundred Dollars) USD 500, 000.00is subject to a formal tender administered by the SPB, where the Principal Officer calls for tenders by publishing in the government gazette and newspapers with national circulation.
The cost of advertisement is borne by the procuring entity. The tenders are submitted at the SPB offices unless otherwise stated and they are opened by the SPB Principal Officer in the presence of the Chairman and tenderers or their appointed delegates at the expiry of the advertised time.
The opener authenticates each tender and submits a copy to the procuring entity while keeping one at the SPB.
The procuring entity through its procurement is tasked to finalise the process by developing comparative schedules and making recommendations for consideration by the SPB in 15 working days.
It is the responsibility of the procuring entity to conduct a comprehensive evaluation taking into account all key factors that are critical for the successful implementation of the contract.
Taking into consideration the recommendations made, the Board directs which tender will be accepted and the procuring entity will be advised to enter into a formal contract with the successful tenderer.
The Board is responsible for advising the successful tenderer of the accepted tender and notify the unsuccessful tenderers in writing the name of the successful tenderer and the amount of the tender.
